Dubai is located outside the EU. EU261 applies here only to flights operated by EU/EEA registered carriers heading into the Union.
A large international hub. Flights from Dubai to Europe are outside EU261 when operated by UAE carriers. If the flight is operated by a European airline such as Lufthansa, the regulation does apply.

The fee is deducted only from the compensation recovered. No payout — no fee.
It depends on who operates the flight and where it goes. On departures from an EU airport the regulation covers every airline, including carriers from third countries. Check your flight with the calculator.
Meals, drinks, communication and, if an overnight stay is needed, a hotel with transfers. These rights apply even when cash compensation is not due.
Document the delay: photograph the departure board showing the time and the flight status, and keep your boarding pass and every airline notification. After 2 hours of waiting you are entitled to meals and drinks; after 6 hours, or if the flight moves to the next day, to a hotel. If the airline refuses, pay reasonable costs yourself and keep the receipts — they are recoverable under Article 9 of the regulation.
