The next step after an airline refusal is the national enforcement body of the carrier's country of registration (Italy): Ente Nazionale per l’Aviazione Civile (ENAC). Complaints are filed in Italian or English and handled free of charge.
One precondition: you must first send a claim to the airline itself and either receive a reply or wait out the response deadline (roughly 12 weeks).
An enforcement body cannot force payment directly, but its opinion carries weight — airlines settle noticeably more readily once one is involved.

Meals, drinks, communication and, if an overnight stay is needed, a hotel with transfers. These rights apply even when cash compensation is not due.
Document the delay: photograph the departure board showing the time and the flight status, and keep your boarding pass and every airline notification. After 2 hours of waiting you are entitled to meals and drinks; after 6 hours, or if the flight moves to the next day, to a hotel. If the airline refuses, pay reasonable costs yourself and keep the receipts — they are recoverable under Article 9 of the regulation.
